The 76-1596 from Tenma is a red colour male BNC to 2 stacking 4mm male banana plugs lead. It is used for connecting a function generator or oscilloscope to an electric circuit terminated with 4mm banana female sockets. It also has double jacket wire to offer a wire wear indicator.
